Military Lands and Cantonments Department is looking after the local governments in 44 Cantonments through Cantonment Boards and managing the defence lands all across the country through 11 Military Estate Circles. It is an attached department of the Ministry of Defence. Directorate of Military Lands and Cantonments provides advisory input on defence lands and local government matters in cantonments to the Federal Government (Ministry of Defence) and all related stakeholders i.e. Service Headquarters and other organizations under the Ministry of Defence. The Cantonment Institute of Management and Land Administration (CIMLA), Lahore is a premier training institution of Pakistan for pre-service training of Civil Servants in Military Land & Cantonment Group. After Common Training Program at Civil Service Academy, Lahore, this Special Training Program (STP) is designed to enhance the professional skills and abilities of the participants by equipping them with the effective tools of civic services management and land administration for improved public governance; enabling leadership and effective solutions to the existing and prospective operational challenges.

Military Land & Cantonment is divided into 6 Regions which are further divided into 11 Military Estate Circles and that are further divided into 44 Cantonment Boards.
Cantonment Boards are autonomous bodies working under the administration of the ML&C Department. Cantonments are classified into three categories (A, B & C) depending on the size of the civilian population. Similarly, Cantonment Boards, as per their classification, are authorized 3 to 15 members that include an equal no of elected and nominated members. The Officer Commanding the Station is the ex-officio President. Cantonment Boards generate their own funds through levying taxes and appointing their own staff. The taxes to be levied are comparable to those in the adjacent municipality.

Presently, there are 11 Military Estate Circles in Pakistan to manage the record of Defence Land.
Each ME Circle is managed by a Military Estate Officer (MEO) posted by HQ ML&C Department. Military Estate Officers act as agents of the Government of Pakistan and perform functions under the rules for the Acquisition, Custody and Relinquishment of lands.
